Resound Networks proposes to deploy a licensed fixed wireless broadband network in Noble County to provide high-performance broadband service to 303 total locations, including 242 underserved residences, 31 unserved residences, and 30 Community Anchor Institutions. The NET(s) in Noble County serve a mix of farming communities, oil and gas corridors, and low-density residential clusters—many of which are currently dependent on satellite or fixed wireless systems operating in unlicensed bands with limited reliability.\\n\\nResound will utilize a total of nine tower assets in Noble County—six active and three leased—to deliver comprehensive signal coverage and network redundancy. These towers have been pre-modeled for propagation feasibility and include routing capacity to handle symmetrical gigabit service offerings across the NET(s). If additional infrastructure is needed due to RF shadowing, vegetation density, or line-of-sight obstructions, Resound will construct supplemental towers under its national infrastructure partnerships, minimizing construction lead time while maintaining compliance with BEAD deployment timelines.\\n\\nThe network will operate on Resound’s licensed fixed wireless platform—the same system that has exceeded early build and performance milestones under RDOF. The platform is engineered for spectrum efficiency, real-time diagnostics, automatic network optimization, and field-based load balancing. The architecture supports flexible service tiers with built-in upgrade paths and over-the-air firmware management, ensuring long-term value and technical compliance.\\n\\nThe Noble County deployment will begin within 90 days of award. Permitting, environmental review, procurement, and backhaul validation will all be initiated in the first quarter of the project schedule. Construction will follow a phased approach, with prioritized tower clusters activated as soon as equipment installation and signal testing are complete. Community Anchor Institutions—including public schools, county offices, and rural EMS facilities—will be scheduled for first-wave installations to ensure early public benefit.\\n\\nThis project will deliver a complete broadband transformation to Noble County’s underserved zones through high-quality, cost-effective infrastructure designed for resilience, operational efficiency, and scalable growth.
